It sounds like the mistake you are making is that you are used to vanilla JA2, in 1.13 there are 3 possible rates of fire, Single, Burst (3 Rounds), and Full Auto (Adjustable).

Not all guns will have Auto/Burst, have a look to get an idea of some changes between JA2 & 1.13.

Scroll down a bit for the section on gun fire... in the screen shots "Wolf" explains the whole thing.

(Haven't got as far as G.L.'s yet.)
