RR has been developed a while ago. A synopsis of RR might, for that reason, have been buried in older threads. There's a simple reason why it isn't easy to give a quick overview: RR is the overall largest ja2 mod out there to date. Typing a superficial feature list would take me too long, so in very quick words:
RR changes the story, the setting including head villains and geographic region, quests, dozens of characters, dozens of tilesets including adding a few completely new ones and assimilating large part of UC's tilesets, adds hundreds of maps, hundreds of items using 1.13's features of the time to best effect, boats, railroads etc. i could go on all day.
The new story revolves around a recently emerged republic in post-soviet caucasus area, in which an international extraction company wants to continue making business despite the political calamities and a perceived threat of intervention. Therefore, they hire mercenaries.
once in the country, you get a few options what course of action to pursue, with whom to cooperate and whether or not to break or keep allegiance with your initial employee resulting in a few different possible endings. You retain ja2's freedom of what to do when, where with whom etc. and you're provided with a fine selection of custom characters to be picked up in the game and a lot of gear that corresponds to the setting. While you'll get AK's in abundance from killed renegade soldiers and traders, aquiring western weapons will be much more tricky and ammo and accesories will be rare.
Players may add more to this if i failed to mention relevant elements.
