Is it normal for Urban Chaos to downgrade the game to a dreadful unplayable resolution?

I'm used to 1.13 (and that's still small if you ask me) and Urban Chaos is just painful to look at now

Yo mean the original UC for Vanilla JA2? Yes, vanilla only supports 640x480.
You could try the UC-1.13 Hybrid instead, best to use an SCI for this.
