i was in Cambria, taking the hosptial during a storm...
its either a general bug or the mod map bug

but the "lesser" vision from the storm was also active inside the buildings

so Igor had the same visual modifier outside on the rain and indoors...

EDIT:

and btw same bug is with sun glasses and nvg's
nvg should not work if there is too much light
but it still works inside buildings and near bright light

I don't think the games makes a destinction for being inside or outside of a building for calculating sight ranges during a storm, so "technically" not a bug.

For night vision goggles you can modify the values for and in Items.xml to make you nearly blind during day etc.

i meant during night you have the bonuses even if you enter a room full of lightbulbs
