Nvidia screwed up yet again and in 347.25 drivers they broke the mouse for JA2 (1.12 AND 1.13 are affected). To solve it roll back to 347.07. Cheers.

 Oh man, thanks a million, I was burning neurons wondering why ja2 1.13 and vanilla broke but fallout 2 was unaffected.

I had problems running the game with an nvidia gpu (flickering mouse and crashes) so what I did was allow my integrated video card to run ja 1.13. It works much better.
