Can anybody give me some advices on how to play 1.13 on expert difficulty, iron man with default settings (counterattacks, 1 IMP, no drop all). I´ve finished it with drop all. But without drop all, I have no idea what to do. I need to pay for mercenaries and buy equipments but I can not conquer two sectors of Drassen with 2 or 3 mercenaries and IMP with their crappy weapons (elites have sometimes scopes, with reinforcement there can be 30+ enemies and even if I hide on roofs and wait for them, eventaully they overwhelm me). The problem are elites soldeir with their smgs, (assault)rifles (sometimes with 2x scope), and their armor. Once Fox shot elite 6x times with her Makarovs and he was still wounded.
With drop all I can kill two or three patrols, get some smg, repair my stuff, sell the rest to Tony, then conquer southern sector of Chitziena, get even better equipment (and Manuel), conquer two sectors of Drassen, prepare on counterattack etc. Money are not my concern because Tony is more efficient then any mine. But without drop all, I do not have time because money are problem. Chitziena mine does not produce sufficient income to train militia and pay for them and mercenaries and Drassen is well guarded.
Any advices?

In my opinion you have to free San Mona and try to hunt down some small patrols around there (and sell any drop to Tony). Also boxing missions give opportunity to get some extra money, and money is all you need (almost). In general I prefer to kill some patrols outside cities before I attack any.
You might also conserve (maybe buy) any found stun grenade (tear gas etc.) and stun enemies to steal their weapons before killing them - you will have much more items to sell to build some cash reserves. Crowbar and/or dusters also make wonders if you can sneak to lone enemy or lure him to ambush (behind corner).
Good idea might be to use spy/covert ops character (IMP or merc) just have clarity of situation in sector (especially if enemy is separated from others, what kind of gun is he holding, etc.).
Another good idea to get few coins would be to pick enemies clothes (using knives/machete like for spy disguise) and sell them to Keith in Cambria - it's worth much less than guns but you should be able get more of that.
