Exactly. It is not related to the mouse cursor. The display is related to the enemies that are known to you. That's why it doesn't change when you move your cursor around.

As a rule of thumb you can assume that hard cover (trees, walls, cars etc.) will block the opponent's view as long as you aren't standing or parts of your body stand out to the sides or above the cover. High grass and bushes can provide some form of visual cover but won't stop bullets. Also standing in bright light is a bad idea. Try to stay in the shadows if you can.
