Using the latest SCI (8/15/16).
I started a game and tested a few things. Spawned a Black MOLLE vest, a Large Modular Leg Panel, and a pair of 3.11 Syringe Pouches. Attached the pouches to the leg rig and spawned both an Energy Booster and Regen Booster. Neither appears to be able to be stored in the syringe pouches, but can be stored in both Small and Medium Drop pouches.
I was able to last do this successfully on the stable 1.13 release, though the syringes were only able to be stacked 2 to a stack in the vest pouches, and 6 to a stack in the syringe pouch (now to 4/5 in small/medium drops).
Please let me know if there's any other information you need.

As in the world of software development, the more people complain about a the bug the higher it comes on the priority fix list. ;)
