You cannot change shooting system without restarting your game, but you can try to tweak some settings for NCTH in CTHConstants.ini (you need to edit file with highest priority in VFS if you use mod or put edited file in your profile)
I use the following options:

Also having scopes helps greatly for shooting, but not at close distance (there's huge penalty for scopes at close range, you can lower it with AIM_TOO_CLOSE_SCOPE).
