I can't seem to repair it. When I try with my Technician mercs like Rusty, the game says he doesn't have 'the skill to repair anything' or something similar.
It turns out that in the ja2_7609en+AI_r513.exe, your merc must have a pretty high repair skill (NOT to be confused with mechanical skill). My observations were that a merc could only repair this vehicle when the portrait displayed at least 10 while assigned to "Repair" duty.
