 I have always had this setting set to FALSE in the INI, but I just got ambushed by bloodcats.
ENABLE_CHANCE_OF_ENEMY_AMBUSHES = FALSE

How can I disable ambushes without having a merc with the "Scout" skill?

ENABLE_CHANCE_OF_ENEMY_AMBUSHES is for ambushes by enemy troops. It has nothing to do with bloodcats. Bloodcat ambushes can only be prevented by a scout.
