The best I got was her appearing in her shop, she looks correct in game(right outfit) and got all the text from her dialogue when I talk to her. But her face info wasn't there, it was just a messed up Mickey Obrien picture with words saying not finished. Audio didn't play. The buy and sell would open up but she add no items. If you guys are able to just add people left and right haha, please point me in the right direction. I am very sorry if this isn't the place for this question, I searched, I did indeed did. this is what came up when I searched "add an npc." haha., but... we can't stop here, this is bat country.
"How do I do that?" Adding a new character from "v1.13 Time Capsule (How-to Library)" may provide help with adding Betty as npc.
As for her UB-quest, I don't know if it is possible to activate this in JA2. As far as I know, this quest is triggering facts in UB-code, not JA2-code (inside the UB or JA2 exe). I don't know enough about code, but as far as I assume, the UB-code is not active in JA2, maybe a person capable of coding knows more. Furthermore, for quests you also have to change quest.edt and adjust the triggers inside the npc.edt of Betty and also stuff in some lua-scripts. In the mod "ArulcoVacations" by EdMortimer, the UB-quest for Raul is active, maybe worth looking into or asking him. Betty is available in this mod too, may helpful to look how it was done there.
