Put it in a merc's main hand and use it on the terrain or debris. I'm not sure what all can be built; I usually stick to sandbags and barbed wire. (Edit: Removed false statement)

Update: Now you have to transform the item in order to change how you're using it. For example, by default spades are used to attack, so you have to right click it, click the little gear icon on the picture, and click Use for Digging. Then it'll work for dismantling fortifications when you put it in your main hand.

Usage of axes, showels, etc...
, but I still can`t understand how to use some of new items like axes, big showels, working gloves etc. For example, how can I make wooden planks to build a wall if I have a hickory axe and a pile of wooden debris in the sector? Or can I remove some trees or bushes to clean up a shooting direction?
