I thought San Mona is Neutral you cant train militia queen can touch you either. But when i station bull here for the fighting queen's army just attack it anyway. Is it a bug or it happens often? Thanks!

Yes, San Mona is neutral as long as you do not attack the mafia members there. But the queen's army's soldiers sometimes pass through, and if they detect some of your mercs there, they will attack them. It is not a free-haven place, or a cease-fire area. You have to move to separate squares and come back when they have moved on. But the queen i don't think specifically stations soldiers there or to "attack" the town. They just randomly pass through.
However, been playing through the game again now recently. I usually keep Flo in contact with Tony, just keeping her in that space in his room, through the entire game, since she gets a 10% discount advantage on prices there, and 10% increase in sales. And this time, i don't think i have had one army encounter there. I did hire her not until about 15 days into the game because i forgot, and by then i had taken Drassen and Chitzena and was getting ready to attack Cambria. Might have something to do with it, i don't know.
