How do I use the radio I want to rain some hell from above!

 You must equip it in the backpack slot, then hold down ALT + right click on the screen for the menu with the radio options. To rain hell, as you put it happy, you must have another squad in an adjacent sector. I am not sure whether they have to carry a mortar and shells or not, i have never tried artillery myself. If ALT + right click doesn't work, try CTRL + right click. It's one or the other but i'd bet my bottom dollar that it's ALT +right click.
