 Where is this Skipper guy?? I have read somewhere that he is supposed to be in Estoni, but I can't find him there. The only person to talk to in Estoni is Jack... Do I have to complete a quest or something before he shows up?? Can I still get through the door without the keycard I'm supposed to get from Skipper??

Every time I've seen Skipper it was in the day time and in the junk yard. Talk to him and offer to give him just about anything IIRC and he'll give you a key card that he found.

 Found him there now, but I have been to the junk yard about 5 times, and he wasn't there... might have been there at the wrong times during the day then... Gave him some cigars, and he gave me the keycard. Fair trade!

This is a reply to a very old (and dusty) set of posts ...

Do NPC's in the game have Office Hours?
Does this change between JA2 Vanilla and 1.13, and the various MODs?

I went back through several saves and found Skipper wandering Estoni's junkyard and he seems to appear after 7 AM or 07.30 and POOF!, vanishes shortly after 18.00 (6 PM CST).
Keith in Cambria doesn't open before 09.00 and "closes up" by 18.00, or maybe 20.00.
I've never found Dancio or Devin after 21.00 or so.
Tony is a Night-owl: I've found him there up to 23.00, Hans as well.
Don't know about Alma residential or Balime ...

 Most traders with shops as you mention work during office hours, however there is sometimes ways around this, as their doors are locked, but they are still inside their shops, so if you break through a window for example you can still talk and trade with people like Arnie and Fredo in Grumm. Mods will vary as they tend to change values, but most stick to office hours.
