Thanks for the answers Hawkeye and Kitty.
I downloaded the latest version of Ja2 (JA2_113-v0-3962-ga0aa58-G9b44Ld66a-German from 15.05.2023). As far as I could test the text and voice output is in German. Simply great! Very big thanks to all who made this possible! Unfortunately I could play the version only a few minutes because it crashes. It seems to have the same error(s) as the other version (JA2 1.13 BETA GERMAN (Gr_3985dca) (Dr_12282d2) from 23.01.2023) which I found.

Just as a side note: Is it possible that several different teams are working on their own Ja2 1.13 versions?
As described above, I would like to play through Ja2 again and not experience any nasty surprises (game breaking bugs). Preferably with a mod and a stable version 7609. But in the 7609 mods are as written some texts and equipment description and the voice output of the non-vanilla mercenaries in English.
I installed the German 1.12 GoG version. Then I updated the game files with the JA2 1.13(7609) Deidranna Lives v4.50.1 GER. Then as advised I took the Mercedt, NPC_Speech, NPCData and Speech files from the JA2_113-v0-3962-German from gitHub. However, it doesn't seem to work unfortunately. The game does not start via the INI Editor.exe.
Since it is only text and speech files it should work by itself. What am I doing wrong? Are there any other files missing?
