I have a proposal for a repair option ( on/off ) to 100% in mods where none of the mercenaries can repair to 100%
Any mercenary or just Mechanical or Engineer (the question is how much to limit the possibility of this option working) who reaches 100% Mechanical or 100% Mechanical and 100% Dexterity (the question is how much to limit the possibility of this option working) can repair to 100% using a special toolbox. A special toolbox (a picture of the current toolbox only in a different color or a completely different picture) would be a rare item in some sectors.

Making the game harder by limiting your strengths, does not make it more enjoyable. Repair options are fine as they are. The choice for mercs to do advanced repairs or not, is a godsent. Otherwise you'll have to wait for centuries until Perko or the other 2 can repair everything. Besides, what's the point of having the Technician/Engineer skills if they are just about useless ?

This is a misunderstanding.
My proposal is to make the game easier (that's why the on/off option), it is to allow mercenaries to repair in mods with a repair limit of 100%.
I'm playing now and Trevor (Engineer, 100% Mechanics, 100% Dexterity) cannot repair to 100%.
I would propose that an Engineer with 100% Mechanics and special toolbox  could repair to 100%(in mods with a repair limit of 100%).

Not sure if I understand your proposal correctly, but isn't that pretty much what "advanced repairs" already does?
; determines wether a gun can suffer permanent damage that cannot be repaired by anyone other than local smiths.

ADVANCED_REPAIR = TRUE
For the toolkit part:
for hacking, a merc that has a laptop gets a bonus to hacking (granted by the laptop-item)
is that in line with what you're thinking about a special toolkit?
or did I get that wrong?

I searched and found this setting. Now Trevor is fixing it to 100%.
