| Does cover even work consistently in Flashback?[message #366363]

So I finished Rage! (which I actually enjoyed) and am currently suffering through Flashback.
So far I haven't found much body armor (2 pieces, including the treasure map quest and the starting island vendor doesn't sell any.) or good weapons.
Sometimes it seems cover just doesn't work, I'll load into a random encounter, take cover because there's *tons* of enemies close by and somehow despite being at a range where they should have trouble hitting me, every single shot on enemy phase will connect and kill someone, even if it's Bull or my IMP who are wearing armor. (Flak Vest for me and a bullet proof vest for Bull.)
I know flashback is accused of being buggy so I have to ask, is it just me or does cover just randomly not work? Sometimes I'll have a long combat encounter where enemies can't hit me at all in cover or 4-6 hits connect in one turn and kill a merc before I can do anything. (The awful spawns for random maps not helping.)
