Right now I've taken 3 sectors of Calisto (including the one with Pablo in it) and the SAM site. Do I need to take the rest of Calisto in order to get stuff from Bobby Ray's (haven't got the email yet or access to the site)?

Have you clicked on the Bobby Ray's Site?
You must first go to AIM, click on links, then click on Bobby Rays. Then once you take the airport section with Pablo in it (like in the original JA2) you should get an email within a day, but I think it is immediate, saying you have access to their site.
I took the map to the right of the Pablo cargo station airport map first, so if the above doesn't work, try taking that map as well, b/c it has some airplanes and stuff in it, even though that map wasn't needed to be taken in the original.
