The perception of "finished" varies on what everyone expects. The core campaign is sketchy, but it's playable from day 1 to end mission. There's a lack of immersion, yea, due to low-budget story-telling they picked, but that doesn't mean game isn't finished. There is content being added post-release, but give me one game that's complete on release nowdays and I'll eat it, DVD cover and all.

Concerning funding, I think we're safe to assume they have enough funds to keep a core team on JA:F in order to deliver what they've promised. Maybe not at the speed we would love to (yesterday?) but they will.

Why I am so confident? Because from my talks with Thomas Lund he's the first to realize that if this game has a chance to survive, that chance comes from community getting involved in the content creation. Both in terms of PR and in therms of actual gameplay extension and appeal.
