Starting a new game made the bug go away. I can load the bugged save game and the problem returns, then load the new game and it goes back away not sure

Could it be based on whatever the initial resolution the game was created with was? Like if you set it to a smaller resolution then the edges don't get updated for the sector change mouse cursor?
