 First link when you google "how to install jagged alliance 2 1.13" is http://ja2v113.pbworks.com/w/page/4218345/Installation which hasn't updated since 2014.
If wanne is still active on this forum, he could probably help with updating it, or give someone access to do it.

As for this forum, I agree that first thing a new player should see when he opens this site, should be a big red flashing sticky thread "Click me and you'll know how to install this mod".

Also, I think my unofficial 1.13 unstable modpack can be used as a base for a quick installer as it's basically an actual 1.13 SCI + all mods that work with unstable.
All it needs is a good installer to configure features in a convenient way, check target folder, optionally patch registry/copy dlls if win8-win10 is detected etc.
I will probably try to do something like that when I have time, but I cannot put the link to pbworks or forum main page.
