You are most likely playin with NCTH (New Chance to Hit) enabled right? This is what it does - making single fire redundant. I also dislike it but "hey its realistic!"  .
If you don't play stable version where NCTH is selected at start of the game then just switch to OCTH (set NCTH = FALSE in Data-1.13/Ja2_Options.ini) - in OCTH single fire is much more accurate, to the point where some peoples thought it is not realistic and why they made NCTH in first place.
If you play on stable version and selected NCTH at the beginning then there are two options:
1) restart the game and start from beginning this time with OCTH (you will most likely do this again anyway after you realize another unbalanced features ruined your game)
2) modify values in Data-1.13/CTHConstants.ini somehow, can't really instruct you maybe someone else can
