It's weird that you mention it, because I've been playing through the game a few times lately, the last time I decided to take on the SAM sites. Same version as you. And I did notice, the one right for Drassen, and also the one south for Cambria, were surprisingly low on enemies.
I don't know if there is a bug, but I do suspect that enemy teams that wander or patrol around, do enter and leave the SAM sectors.
