Why buy weapons? I just steal them from enemies and make big profits selling them on the black market through Tony.

I do buy Beretta pistols at the junkyard for dirt-cheap, and let my mechanics train up repairing them. Then I can distribute them as sidearms.

Seriously your best bet is to disable enemies in night attacks on cities and take their weapons. They'll usually have better stuff than you can buy. There are lots of ways to knock enemies out without killing them so you can take their guns: brass knuckles, crowbars, tranqilizer darts, stun grenades, tear gas... Even lots of worthless hollow point ammunition.
