The "civilian" is a gunrunner (hence the big gun  ).
For reasons someone else may explain, all (or at least a heck of a lot of) the sectors with gunrunners will respawn those gunrunners (but not their troops) when you re-enter at tactical level. If you have already searched, then you can re-enter at map level and pick stuff up, but if you zoom down, you get to fight the gunrunners all over again.
Think of it as good practice.
Why would you auto-resolve a sector? I just wonder because I've never done it, since fighting the battles is what I play the game for. (Well, I have tried it out of curiosity, after saving, and the results were always much worse than if I fought it).
