You can compile the editor for the x86 platform instead of 'any cpu'. This forces the program to run in WOW64 mode and allows utilization of x86 libraries.
I just ran
corflags.exe JsdEditor.exe /32BIT+
to change the platform flag accordingly which enabled me to run the editor on Win7 x64.

I've digged this up from AIM forums and the history of the development is that BlackDragon and VM first came up with their editor, which broke the deadlock on JSDs, then Pipetz came and took on their work and basically cracked open the JSDs. And the final outcome was this editor, which handled everything and made BlackDragon's obsolete.
Many man from http://forum.ja2.su help me in the development.

Open JsdEditor.exe.config, find the line that reads
and replace "ru" with "en".

You need to install the .NET framework. Hold on a sec, I'll grab a link.
Here ya go.
It's a small installation and it's required by any .NET programs you run. Like some of the Russian modding tools.

Yes, it's common, free and it's direct from MS.
Is it asking you to click to install, or telling you that you have to install it first?
