Just a note for those playing the original Urban Chaos, I found the cause of the missing Plant Manager (Head Miner) bug.
Someone in one of the v1.13 threads mentioned that aside from Matt in I14, Fred (Character 106) should always be the first miner you meet. As part of another attempt to address stability in the Urban Chaos-1.13 Hybrid, I am "reconsidering" the population levels of city and other problem maps. Part of this is doing a census of who must be in each map. I noticed that unlike in the Vanilla or Diderranna Lives! maps, Fred is missing from all Factory/Mine maps except for D13 (Callisto). Conversely Oswald(156), Calvin(157) and Carl(158) were foud to be missing from D13 (Callisto).
Given that Fred must always be first, and the other three are randomized, it looks like the missing Managers bug (where you must visit Calisto first) is caused by the alternate positions of Fred and others not being set in the maps.
For the purposes of the UC-1.13 Hybrid I made sure via the map Editor that all four (Fred, Oswald, Calvin, and Carl) were in Maps B2, D13, H3 and H8 and in a quick test got Factory Manager Fred in B2 by making it the first Facotory map visited instead of the suggested workaround of always making D13 first. All other factorys were correctly populated as well. This fix will be in the next release of the UC-1.13 Hybrid as I cannot think of an important plotline need to have Fred specifically in D13. Unfourtunatly UC-1.13 Hybrid maps are not meant to be backwards compatible with the original Urban Chaos (well I haven't tried).
