Suddenly when my Squad runs thru G15 I get warning that there's someone there, so I've explored whole area and not even a single npc. Is it a bug?

 heh,reminds me of D14 bug in Ja2 1.13

 uc-g15 has NO civillian slots (checked it last night) -> ignore it

but thatone has never been reported before
