If you are walking towards to an enemy, then not only level is counting but also agility, skills like stealthy, direction that enemy is looking and even movement position (running, walking, crouching, crawling).

Every situation in this game is different, you have to provide more info about your described situation.

Igor has stealthy skill and perhaps when he was approaching to an enemy, that enemy was looking in opposite direction.

This is slightly old and not sure if anyone will spot it but...

On my first vanilla games, back in 1998, first try was a mess, had no idea how to play the game, got a lot of lowbies and didn't work. Second try, however, i took a different approach. Picked Shadow, because his MP5k, had slightly longer range and damage than pistols and was the best that i could afford, with the amount of money given, on Easy mode. Next playthrough was on Experienced, but that's another story. And an IMP who turned out to be a Night Ops Expert. I was happy with this and decided to give it another try.

Shadow did most of the scouting during daytime, in stealth mode and crouching and to my surprise, he would see/interrupt enemies constantly. Much more than anyone else, he became my go-to merc for finding/engaging enemies and surviving to tell about it.
Lastly, end game, after killing Deidranna, every merc in the team, had something to say about the whole experience. Another little surprise, or easter egg, was Shadow's parting words. Something along the lines "....we'll see each other again maybe but I'LL PROBABLY SEE YOU FIRST."

So, i agree with what Inveris is talking about and verifying it. Along with everything else that adds to a mercenary's abilities, Stealthy, is definitely the skill that helps to see and interrupt enemies faster. Or something in the code/algorithm, that made Shadow stand slightly out from other stealthies. His Camouflaged trait helped a lot too., his camo was constant, without needing any camo kits to aid him. First time i made it to Orta, had a team of 6, camo'ed and prone, an enemy almost walked over them and didn't notice them.
