I'm guessing it's Arulco [something] Authority, but I could be wrong. Maybe a soldier headquarters? Tends to be one per town...

What about Arulco Civil Authority? I am just guessing, but it is about military people enforcing law and order. This suits the Arulco setting, does it not?

I think this topic was argued to death and back. I don't know if someone ever found a definitive answer (like 'developer X said' or 'there's a reference in the code about Y'), but the general consensus includes 'Arulco', 'Civil' and either 'Authority' or 'Administration'.

Seeing that the signs at SAM sites actually read 'Base de Militaire' (or somesuch), 'Administration Civil d'Arulco' is also a popular guess.
Furthermore, the ACA is usually considered the 'normal' police, not a military unit.

Oh, and before you ask, 'Where is Arulco' is equally uncertain and indefinite.

Oh, I think I've come to the conclusion that Arulco is either in South America or somewhere near Spain, based on the fact that so many people speak with a Spanish accent. However, I'm leaning toward Central America because of the number of pseudo-American accents in the country, even though the French construction of the SAM site signs and such would suggest something of a blur between France and Spain.

Administration Civil d'Arulco actually makes a lot of sense. Surprised I never came up with "civil" considering all the things it could be I've run through in my mind.

DepressivesBrot is correct, Administration Civil d'Arulco, it is like a rural police force. More like a basic Gendarmerie instead of Los Angeles SWAT.
