In what order does the game expect us to conquer the cities?

My path ever since I played JA2 for the first time 1999 was:
- Drassen
- Alma
- Cambria/Balime
- Balime/Cambria
- Grumm
- Chitzena
- Meduna

But obviously that's not what you are "supposed" to do, I feel like you're expected to go to Cambria and Chitzena much sooner, especially since the enemies in Chitzena have very "uncool" equipment.

IIRC the enemies' equipment is mainly determined by "distance of current sector from meduna"; so garrisons in Chitzena or Drassen always have crappy equipment compared to other cities.

What Sam said plus there's a special case that increases Alma's gear score, so it spoils the remaining progression completely in your order.
I'd say:
Chitzena/Drassen - doesn't really matter, both have rather crappy equip but if you play with DCA, definitely Chitzena first and maybe even detour to Cambria as well
Cambria
Grumm/Alma - Grumm is pretty close to Meduna but Alma gets its bonus
Balime - you're usually encountering pretty nifty toys there

What do you mean by that? That the bonus is wasted that early in the game, because they will still drop low coolness gear?

No, that you'll always get SCAR's and G36's in Alma and then go back to find Thompsons, Garands and AKS-74Us in Cambria.

Oh, I see... funny, just seemed like the reasonable thing to do, when I first played the game.

Generally I tend to go for the SAMs first, because I find the game tedious without the chopper... that's quite a problem, if you go for Chitzena first, isn't it?

Supposing to follow the optimal path is to follow the money, the way is clear: San Mona (easy money for Bull's $500 a day), Chitsena for the tourists, Drassen, NE SAM to fly close to Balime, take the chalice to Kingpin, get both the reward and the hidden money, then use the $$$ to conquer the rest whatever way you want Wink

Funnily enough, I went to Alma as my second on my first time through as well. That was kind of funny, being blindsided by the gear quality. My current routine is to hit Drassen, then Chitzena through San Mona, then down to Grumm, then Cambria, Balime, then Alma. Probably gonna switch some things up, though.

Back in vanilla days I also tackled Alma second, most of the time. Nowadays, I usually go to Drassen first (need the airport ASAP), look for Skyrider and take out the SAM. Then over to Cambria and it's SAM, then Chitzena + SAM, Dimitri (who I hire about that time) can fly the Kulbas to Drassen, while the team trains militia/repairs equipment in Chitzena. Now you can get pretty much anywhere with the helicopter, the final assault on Meduna requires a vehicle, anyway, for all the anti-tank equipment. Next stop is Alma, then Balime to get the Hummer and the chalice which is again flown to Chitzena by Dimitri to get loyalty in Alma up. To get the same effect, Tixa comes right after securing Balime to get Duncan back to Alma (this way, provided you rescued the Seargant before, you can safely skip the Bloodcat Quest and still have good loyalty in Alma), while Shank secures the airbase/gas deal in Estoni. Grumm is the final warmup then before I press on Meduna.

I usually skip San Mona completely, most of the quests don't work for me, anyway.

Considering that Tony has only $15000 per day (when he _is_ there), I prefer my way over muling the loot any time.

Sounds like you use many mercs? I usually have only one combat team of 4-6 Mercs

Everyone seems to take a slightly different path.

I take the center sector of Drassen first so I can complete the food mission for Miguel, then I bug out and head for San Mona to sell the spoils. Sooner or later I take Chitzena to get some income. Then I trek down south to Estoni to grab Maddog. Then I hit Tixa for Dynamo and Shank (quite a challenge early in the game). From there I attack Balime, and after that I do whatever I want.

That's in a typical game, anyway. I ignore Skyraider until later because I don't care about the helicopter.

I take Drassen first (I play without the DCA) to get Dimitri, the Airport, a good mine and Skyrider, then the NE SAM site and explore around up to Alma to get loot and experience.
Then I keep a team in Drassen to hunt patrols and go to San Mona, deal with Tony and save Maria. Chizterna is easy to take but is too far away, so I go south to recruit Maddog ASAP (I like him) and I take cambria which I will use as a base for all early/midlle game. I then take the central SAM site and do a lot of exploring before sending a team to Chizterna and the West SAM. I take care of Kingpin when I tire of the bugs at the fistfight.
