Hey there,

I have searched the Interweb without avail, thus I registered here in hope that someone can help me.

I have Drassen under control. After bringing Skyrider to the helicopter, he told me of the first SAM site east of Drassen (D15). I went there, conquered it as well, saw a cut scene. But here is the problem: I can't train any militia to fortify the SAM site.

Yes, every merc that I tried has leadership > 0. In fact, everyone can train militia in Drassen just fine. But at D15 the option is greyed out, just like patient is greyed out when the merc isn't injured. I tried to reload, restart, leave the sector and reenter it and load the save state shortly before I capture the SAM site. Everything with the same result. The air space is secured, but probably not for long because I can't train any militia.

At first I thought that it isn't possible to train militia here, but any guide/wiki tells me something else. The only thing I stumbled upon was that there is a mod (HAM) that doesn't allow training at SAM sites, but since I haven't installed this mod, this shouldn't concern me.

Just a quick info on what version I've installed: I own the game on CD and in digital form from one of the recent HumbleBundles (bitComposer bundle). I've chosen to install the latter since the CD version has the German translatation IIRC and I imagined that the HumbleBundle game has already the lastest patch applied. First bummer: Win8 (not 8.1) 64-bit, crash before I get to the main menu. I thought that the unofficial 1.13 patch/mod might fix things, but I was wrong. Then I read somewhere that the problem is the video intro and that I should disable it by modifying the .ini. I've done that and

As far as I know even revision 4870 uses facilities. Check your Data-1.13\TableData\Map folder for Facilities.xml and FacilityTypes.xml. In FacilityTypes.xml there should be an entry that looks like this:
	
		10
		SAM Site
		SAM Site
		2
	

This defines that 2 characters can train militia in this facility as long as the sector has this facility type.

Facilities.xml should have an entry for sector D15 that looks like this:
	
		D15
		10
		1
	

is the index from FacilityTypes.xml. means that you can't see the facility in the sector description on the strategic map until you visit the sector. Since you already entered the sector the tooltip (right click on sector D15) on the strategic map should tell you that there is a main facility "SAM Site".

If all of this is present the option to train militia shouldn't be grayed out.

Btw. the town sectors use 18 to allow militia training which basically has the same definition but just another index.

The Facilities.xml and FacilityTypes.xml in the Data-1.13 folder look exactly like this. I don't know if this is relevant, but in the Data (not 1.13) folder it's different. FacilityTypes.xml has only one entry:

Facilities.xml is much shorter than the 1.13 counterpart. It seems that only the cities are listed, i.e., there is no D15 entry. Are these files used at all or can they be ignored if I have 1.13 installed even if I've chosen to play with the vanilla settings? If the Data folder (not 1.13) is important, should I copy the contents from the .xml files in 1.13 to the vanilla files?

Regarding the SAM site tooltip: When I right click on D15 the following text appears:

Militia that are not within town boundaries cannot be moved to another sector.

After clicking the button that shows me the air space, D15 is marked in a yellow font as "SAM site".

One thing I forgot mentioning in my OP: The citizens in Drassen are supposed to tell you the rough direction where Skyrider is hiding. Well, I've run around longer than I dare to admit. I've spoken with everybody in every Drassen sector, during day and night time, multiple times. Nobody told me where Skyrider is. I've found him after all by trial and error travelling around Drassen. I don't know if this issue is related, but it's worth mentioning.

As I said, I haven't messed with any files apart from installing 1.13 and changing the .ini (and the 3 wine files for gfx). Are there JA2 versions that are different and thus aren't compatible with 1.13? I fear that I might fix the militia at the SAM sites, only to discover other weirdness, e.g. the Skyrider issue...

Oh, wait a minute. I see now that you have activated vanilla settings. In the vanilla Data\TableData\Map folder there are indeed files with much less content. There is only one facility type and this exists only in town sectors like you already found out. Well, you can add the SAM sectors to Facilities.xml if you like.

Just put the following in there:
	
		D15
		1
		2
	

and a similar block for the other SAM sectors.

I guess that would fix the "issue". I've put that in quotes because my problem is not that I can't train militia although I want to. My problem is that I want to play the vanilla version (at least regarding gameplay), just good old JA2, without any mods. I can't remember, but I guess that you can train militia at SAM sites. It makes sense, how else should I respond to counter attacks (just leave mercs there?)? Several sources lead me to believe that this should be possible (e.g. http://jaggedalliance.wikia.com/wiki/SAM_Site). If you tell me that in vanilla JA2 it's not possible to train militia @ D15, then this is totally fine. I just fear that this might be a (severe) bug and not a feature, thus I ask.

If the current state (can't train militia @ D15) is indeed not the expected behavior in the non-modded version of the game, do you have an idea what could have messed up the .xml file?

If the current state (can't train militia @ D15) is indeed not the expected behavior in the non-modded version of the game, do you have an idea what could have messed up the .xml file?

Unfortunately, the "Vanilla" setting for 1.13 is often overlooked. It is possible that back when the facilities were introduced, the Data folder wasn't properly set up. So it is possible that it was an oversight, and the lines should be added to facilities to work as it should.

Sorry for the necromancy, but this topic hits the nail on the head, since I'm struggling with the very same problem.

I'm using the Vanilla version of 1.13 and can't train militia at the SAM site.
I don't have the slightest clue about modding xml's or even computers in general, so I'd be very grateful if someone could explain me how to fix this problem, like I was a 6 year old.
