I've been looking but can't find . . . a listing of the loadscreens in v1.13 -- when you enter tactical. Is there such a listing somewhere? If not which file are they kept in, and which tool do I need to extract them? Thanks!

I assume i can replace them in ../Data-1.13/Loadscreens if I have them correctly named. Is this correct?

Loadscreens are defined in Data-1.13\TableData\Map\SectorLoadscreens.xml
You can find vanilla loadscreens in Data\LOADSCREENS.SLF
Use any unslf program to view/extract (take here).

So you can replace vanilla loadscreens by putting your new images to Data\Loadscreens folder or changing XML file.
You can use png/sti images for loadscreen pictures.

p.s. some interesting reworked vanilla screens can be found here
