In my observations of Experienced with NCTH (both with the 0.0 level playing field and with a +30 to AI) and comparing it to Experienced with OCTH (both with the 0.0 level playing field and a +30 to AI), NCTH seems to heavily advantages the AI's chance to hit. Anecdotal observations. I haven't really tested Novice NCTH with the -30 penalty to see if that is ridiculously easy or not.

So the simplest solution I think, for proposing game settings that are not likely to put off newcomers will also posing some degree of challenge is to use OCTH on Experienced difficulty.

I was suprised when Flugente said that "he doesn't use NCTH" for this and other similar reasons on IRC.

I am playing 1.13 for days nonstop now. Giving me much more fun than some AAA titles. 1.13 makes ja2 one of the deepest tactical games ever made. But I am surprised too few people are here in forums of such an amazing game.

I guess that's cause game is too old. Much of new players want's graphic, boobs and clicks. Nobody (percently) want to think.
It's sad.

I'm sorry for my english. It's not my language and I never ~~learn~~ studied it. Games and translator were my teachers. Don't blame me hard, I'm always like to get corrected.

that's not completelly true, my game work'd just fine, i came here for aestethics and gameplay enhancements, as the wildfire maps that are amazing to play with 1.13 and deliver my own creations too, i'm actually trying to get myself into weapon modding too. aww
