When hovering over weapons in my inventory get the tooltip that tells me the name and caliber of the weapon but then it says: [88%(99%)]. The first one is weapon condition but what does the second value mean?

That is the repair threshold, restoring that requires a repair merchant (or with ini settings, a merc with the right traits).

But that second threshold drops very slowly... Can you make it go down faster so that we really need those repair merchants.

Properly maintained guns don't magically get damaged. However, you can increase the JAM_DAMAGE_THRESHOLD values in Item_Settings.ini so guns can get damaged at higher status values during jams.
