OK, so. Just to get myself used to the systems now that I'm using 8548, I decided to gen up civilian clothes (1577) using cheats.

I'm trying to put them on one of my IMP characters with the spy trait, and I have no idea how to get it to work as a disguise.

Erp? Help?

I think you need to lose a lot, or even all of your equipment, in order for your disguise to work. Civilians don't walk around with grenades and guns.
I just tried it and I needed to drop pretty much everything, down to my knife, in order for the disguise to work.
You should see a hat-icon on your merc's portrait if you're wearing a disguise. This doesn't mean the disguise is effective, though.

You can press CTRL and . in-game and click on test disguise. The game will then tell you if your disguise will hold.

It makes sense to me that you could wear your weapons and equipment if you wear an enemy soldier's outfit, but I haven't tried it.
I think you can steal the clothes off a corpse by holding CTRL and clicking on the body. If that fails (I haven't tried it), you can force-use the knife.

I think Penta's problem might be the step before that. If you have clothes, you can wear them by dropping them on the silhouette in your merc's inventory. Once you wear a vest and a shirt, Jolly Reaper's explanation helps you to test the disguise.
