I loved Raul, the merchant, from UB. Be fun to see him in 1.13 somewhere, selling his Barrett and Hand Mortar...
Maybe make him the "intel / black market" sales person....???

Raul would rank in slot 3-4 on my list of NPCs to kill,
with Calvin at the top ( at least in game Cleve simply deserves it,;)
shortly followed by Lynx (finds pleasure in killing endagered species(
and Conrad sharing the slot.
Since i am probably not the only player who likes to kill him for reasons,
better dont give him a crucial function.
