I've googled and googled and I'm at my wit's end currently. I was supposed to be streaming the game this weekend, but after playing for a few hours and getting into a larger fight with 12+ combatants the stuttering I've seen a tiny wee bit started getting so extreme it made the game borderline unplayable. It happens primarily during the enemy turn, and is most evident by the audio stuttering.
Some technical specs.
I'm using jagged alliance 2 gold from steam on windows 10.
I copied the files into a seperate folder for modding, making sure the folder had write permissions.
Copied 1.13 into the folder, ran the ini setup. Only thing I had to do there was set it to windowed mode to avoid it crashing on the intro.
I also copied the 3 wine dlls into the folder, with mixed success, some of the older and newer versions gives weird visual artifacts, same performance issues, the one that worked made the game look normal but still stutter.
I've likewise run the two win 8-10 reg edit fixes.
I've tried changing resolution and running the win 98 compatibility from the ini editor. To no avail.
Any suggestions would be very welcome.

Greetings,
I have been experiencing this same problem. Altough inconsistent. It seems that when in real-time (with enemies present) it goes choppy. This becomes even more evident when speeding up the game.
- Very powerfull PC running w10
- Latest 1.13 with AIMNAS BM
- Compat fixes installed

I *think* I may have found a solution.
JA2 GOLD from Steam defaults to having win 98 emulation(post edit: Compatibility mode) on the exe, I changed it to Windows 7(I'm on 10) And it now seems to work better at least for now.

Np! I was considering doing the internet standard of just posting "Nevermind fixed it" and not disclosing why. So at some point some poor soul will find only this post as an exact match to the problem he is googling. And die a little inside.
But I guess I'm just a swell bloke.
