Most of the options at the INI.Editoe affect both mercs and enemies so don't try to overpower the merc damage for instance, the same will go for the enemy. A lot of these options that seem to benefit you, benefit the enemies as well. Some options say "...for mercs only...." Those benefit your team but they are very few.
