Hi! I'm modding my own copy of JA2 a bit to standardize the Arlucan Army a bit. It's pretty clear that Admins (Yellowshirts) represent the police force, and that the Regulars (Redshirts) represent the official military of Arluco.

What do Elites (Blackshirts) represent? Are they Arlucan state commandos, or are they foreign mercenaries on Deidranna's payroll?

Before you start working on this you should be aware that there are already some files that serve the same purpose -> here. The version 1 files have been incorporated into the latest SCI. Feel free to modify them to your needs.

I guess common opinion is that elites represent Deidranna's personal guard and the special forces unit of Arulco. Some of them are exceptional soldiers from the regular army and some are mercenaries. They are well paid so they can afford to buy their own gear.

It depends on difficulty and players pace, on insane the patrols contain ~ 2/3 elites,
and over the time the lower percentage in garrisons and starting patrols will become insignificant.
In such a playthrough the elites are the standard, redshirts could be fresh recruits or people with low physical/mental potential,
(the queen draws em all) and since there are either not enough resources or higher priorities like more shoes for her highness,
the latter soldiers get outdated reserve equipments.

Lets say we have 8k enemies in an (not so really)insane campaign, ~5k would be elites,
and a ridiculously low salary of 200/day already sums up to 1M/day.

I saw that. Looks like a lot of genuine effort went into that, but it wasn't really what I was looking for. My modifications to the gear table is a bit more standardized, to represent a more organized and standardized depiction of the Arlucan army. Obviously progression is not as stellar in my version, but I like playing with all options on the table from the get-go.

I'm also working off of AIMNAS (on top of the latest unstable 1.13), so naturally the tables are a bit different

Admins
Represent the Police Force of Arluco. Wear Dark blue pants with a light blue shirt. Carry the Model 64 .38 revolver as their primary, with a couple of other revolvers and semi-automatic pistols floating around to represent some variance. M870s and M870 SBS get more common as progression increases. Armor consists of shinpads, and the occasional ballistics vest. Carry Tonfas instead of knives, and wear police belts as LBE.

Army
Represent the Military of Arluco. Wear Green uniforms. Carry the FN FAL as their primary service rifle (8/10 soldiers), with the Uzi as their carbine (1/10 soldiers), and mixed heavy weapon support (M24 Sniper, FN MAG, Flamethrower, M72 LAW) as the remaining 1/10 soldiers. Armor consists of Woodland Camo pants, Woodland Camo Jacket. The occasional (Woodland Camo Jacket + Kevlar vest) can be seen in place of the standard Woodland Camo Jacket, and Kevlar helmets are somewhat common.

Militia
My take on the militia is a bunch of poorly armed south american ranchers. 8/10 have some type of melee weapon (machete, baseball bat, hatchet, shovel), while 2/10 have some type of rancher rifle, shotgun, or .22lr pistol. Jeans, Polo-shirts and Rancher hats all around, no heavy weapons or grenades. The prominence of firearms increases slightly with progression.

My idea for the Elites were either:

Elites (State)
Military commandos. Given similar (Spanish/Latin) names to the Army, Militia and Admins to represent Arlucan descent. Carry the Uzi as their primary, with a high amount of Commando mortars, suppressors and M24 Snipers. Armor consists of Night Ops Pants, Night Ops Jacket (or Armor), and Black Caps or Night Ops Kevlar helmets. Given a moderate boost to damage resistance and AP to represent being elite (and also to compensate for Uzis being the primary). All members have Night Ops trait and NVG Gen III.

Elites (Mercenary)
Full action movie mercenary. Given international names. Carry mall ninja weapons from a range of action movies (Deagles, MAC-10s, M60s, M-79s, RPKs, Katanas, Rambo Knives, Shurikens), have an assortment of armor and hats/helmets. Reduced in number heavily, but given a generous boost to damage resistance and AP. Probably about on-par with an AIM merc in scariness.


Obviously I'm at a bit of an impasse on how I want to represent my Elites in my game. I asked the question to help tilt my decision one way or the other. I'd probably have fun with either depiction, but they strike completely different thematic tones.

I understand what your intention is but isn't that going to be a bit boring gaming wise if all soldiers are carrying the same weapons? Also the FN FAL means serious business. It makes sense to have that as a primary for an army but your mercs will be wasted on day 1 unless you provide them the same kind of weaponry. Also I don't see the UZI as primary weapon for elite troops. That's a weapon for a (military) police force or tank crew. Elite troops should have some ARs (maybe in carbine configuration with reflex sights) in my opinion. Of course it's your mod so you can do whatever you want. Regarding the original question about elites you just need to make your own decision about how you see them.

I like the feeling of fighting against an organized army with a lot of forward strength. I've done it before in my previous modifications (I modified Horn of Africa to be more like Black Hawk Down), and it changes how the game plays a bit. It's a bit of an alternative challenge to playing the game on insane. I'm also the type of guy who likes every option open from the start over a tiered progression, so rest assured my Bobby Ray's Quality is going to be set to 10 from the start. I also play with Drop-All items enabled which means I can very easily use their own FN FALs against them in a pinch.

I usually modify the .ini a little bit to give the army some reductions in AP and accuracy to compensate, and their armor values are going to generally be pretty light given how most of them are going to be wearing unarmored fatigues.

As far as Elites using Uzis as their standard, it's not unheard of for night ops. I mostly play around night ambushes, so if I choose to go with the state commandos style Elites, they're likely to be a foil for that tactic given their improved visibility and higher than normal amount of action points/CTH.

Definitely not an easy decision. I've already handled pretty much everything else, this is just holding me back.
