I don't think that SDO can be used with a current SCI without problems but I haven't tried it. There have been many changes to the GameDir that SDO is missing so far.

Good to hear. I like to keep the map as up-to-date as I can so newer map features are available to everyone.

Wildfire 6.07 has custom BinaryData\LOCKS.BIN file, but no TableData\Items\Locks.xml and Keys.xml, will it work correctly? As far as I understand, the game will always load stock 1.13 xml files if they exist.

I have no idea. I don't even know how to check/modify LOCKS.BIN in case there are differences to stock data. The LOCKS.BIN file must have been created by the creators of the map mod.

There are functions in the code WriteKeys() and WriteLocks() which probably should create XML files from bin data.

Is it specific to locks.bin of WF 6.07?
Out of curiosity i compared locks.bin ectracted from original CD's binarydata.slf
with locks.bin from what is afaik WF 6.06, they are equal.
(somehow ending up with such obsolete files aka development corpses is not unusual for me;)
