I know one of them is found with this random new 'Cobra' RPC, but it seems he was killed by a patrol or something this time around, I saw a random corpse in the area he usually was at. I think there was supposed to be a pickup truck as well but I can't remember where it was or how to acquire it. Something about a racetrack maybe?

I doubt you'd find Cobra as a corpse, if you haven't recruited him he's likely to be classed as a neutral civilian, but stranger things have happened. Cobra drives around in a military jeep, and can appear in a number of maps. I'm not even sure if the game would prevent you driving it should he wind up dead, never tried.

There are other vehicles available including the pick-up truck you mentioned. Which is at Malino racetrack where you'll need to talk to Dave about it.
