I am currently in San Mona trying to do the Maria quest. I got the kitchen key, turned off the switch, as far as I know no one sees me. When Maria goes to Angel, she says she was spotted, and Angel leaves without giving me the deed. Also, Maria becomes a RPC. Furthermore, I am able to continue in San Mona as if the Maria quest completed successfully. No one attacks me, Frank and Layla act as if Maria is missing etc.

I haven't played the game in a long time (over a year), and I did recall installing PCM. It is possible the reason this is happening is because I have old PCM files, but these have been updated in the main 1.13 branch (e.g., I notice MercStartingGear.xml is now very different) and PCM is now incompatible with vanilla 1.13? I installed the latest 1.13 AFTER PCM. Are there some OTHER files I need to install? I don't want Maria as recruitable. I just want to complete the quest. Does anyone know where all the flags are?

As far as I know the PCM mod was made many years ago for a very early version of 1.13, so I doubt it's compatible anymore. There are some mods like Vengeance:Reloaded that make use of this feature though. I think Arulco Vacations also has the ability to recruit a lot more NPC's than before too.

Ok. I am trying to figure out what went wrong, and which files I will need to roll back from PCM. Is it just data\NPC? Or Data\MercEdt? Or both? Or something else? I'd really hate to have to reinstall the whole JA2 and then reinstall 1.13 on top all over again.
Also, I'd like to know WHY the behavior is occurring.
The problem is in the quest itself, which I assume hasn't been touched by 1.13.
Is there a debug mode where I can check the flags for the quest? I have saves just before and just after the quest, so I can run through it, check flags, etc. to see what is triggering it.

Another possibility is that there were 4 green shirts in the sector that Maria is in. I had to fight and kill them, and one of them shot but did not kill a civilian.
What triggers the "Those idiots!" conversation by Angel?

OK. I just confirmed it. The issue isn't with PCM, but with the 4 green shirts. I restarted the battle and went around them so they wouldn't be shooting at civilians. This time, I was able to get successful quest completion.
