I always thought I would be cool if you could recive an e-mail telling you that the enemy was on thier way to "Town X". That way you could either leave "Town X", or prepare for its defence. That would give land mines and other such defensive stationary explosives some use.
What do you think?

Land mines, barbed wire, machine gun nests, sand bags, and maybe a few old school dragon's teeth you can set up. I like it man, I really like it.

sand bags are already in the code, we just have to put them into the game. A feasible option could be to have every town in JA2 to be equppied with sandbags already (I mean, the Red Shirts know were coming, why don't they build up the defenses?).

Nah, maybe modify the Militia button to have a "Construction" mode, where one could go to the town in tactical screen, and install mines, switches/gas dispensers, tanks, etc. Oh yeah, and deploy the miltia at key places, for it's annoying to have them scattered over the map and having to run halfway across the battlefield, only to be mowed down piecemeal by the invaders.

One thing that just occured to me is militia equiptment and placement. I agree that the militia should be placed in defensive positions, and given the correct gear, but they need to be equipped with the right stuff and put in the right place. I was playing JA2 the other day and was this one miltia member on a roof ( the only militia member on a roof). What struck me as odd was that while the guys on the ground had rifles this one had a freaking pistol. A pistol on the roof just doesn't make sense.

I definately agree with that. It would be a lot of fun to be able to equip you're militia with some extra weapons and armour you might have laying around.
Giving them at least movement and placement orders would also be a great thing.

I would like to see a Militia commander who you could communicate and issue orders thorough. This NPC would not leave a sector and could give orders such as Hold postion, Take cover, Fire at will , Charge Etc. He could also allow you to position the Milita before the beginning of a conflict. He could even train new Militia kind of like an auto-pilot feature to keep the ball rolling when you are on the other side of the map. The success of this leader would depend on his skill ... New Militia, Experienced Militia, and Veteran Milita,The Dark blue hats from JA2... Also I think it would be cool when forming a Militia that some solidiers should start green like they do currently and others could start as Blue or Dark blue depending on their own previous experience.
