My Wish List, after playing a little bit of a rpg:
1)first, better AI and more tactics involved. The lack of real tactics is what make rpgs boring to me. It's good to have a few different tactics depending on a situation and sector(first sectors would be the core ja, subquest exotic tactics, final challenges, or dedicated merc enemy teams...). I suggest the ability to call tacticians during the game(with various costs and risks about the discretion of the attack), buying plans, or critical datas to prepare an attack(at what time there will be less guards, when should we attack to recruit people and have a good timeframe, who are the principal/mandatory target to have to kill less people... etc)... Maybe this could be easy-moddable, and imho the easiest way is to make it easy to script, and make them full text (not requiring graphics or sound) features.
2)more realistic maps(levelled?, physics, weather changes...)
3)the game should not be too much rpgist, no rule "play more(loose your time)/earn skill" or "kill more just for your freaking points", level 5 as a limit, same for the skills with a scale from 0 to 20 (to avoid awesome marksmanships "I can hit a head with a machine gun at 100 meters away"). Have some limit max depending on the people. I don't believe anyone can have best marksmanship, or best agility, and even less both. Someone could get a good agility without an awesome marksmanship. No more leet with lvl10 have eyes in their back and can turn themself and shoot you lvl1 in the head without you have the time to crouch .
4)I like the ability of training militia, but what about training people to recruit them and replace as backup. You would accomplish missions, kill people and people depending on how they judge them as success, or failure, will accept to be trained. Their availibility would depend on their job in town, or such. Indeed, I would prefer if a player accept the death of their characters, and don't reload to return at a save point. They would count instead on their backup. And for the training side, if someone of your team is a sniper and decide to train a rookie, the rookie would be sniper, with maybe some modified stats. Finally, the XP is shareable, the more XP you have the more you can share, even if it's not immediate.
5)have a strong skirmish mode, with different maps(single sector, or multi sector), different type of games(6vs6 with leets, save people,time counted missions, protection of people under siege...), different types of weapons(sometimes i prefer not to deal with overpowered m24 or barrets). That could be helped by giving a good modding toolset, and art footages.
6)ability to have a team of 6 custom characters without any constraint in complementarity to win. I don't really like the obligation to have a medic/cleric, a pick locker/rogue, a sniper...
7)more different classes of character, and more extra features: low range shooters, preferred weapons or type of weapon, enemy weapon recognization, intuition, float guess of positions by ears, ability to spy to analyse a sector or unmarking temporarily himself as enemy when wearing their clothes(could be a general feature), recruit managers, persuasive, intimidation, good cooker, special ability to hunt someone(psychos hunt his random target), hide/disappear when near death to save his life. Hehe , We could have a good fantasy mod with only negative powers instead of a sci-fi mod, with powers like impel apocalypse feeling to increase damage, suggest fear to oblige enemies to move and trap them, being invisible when near death, persuade to give their weapon/or command to suicide, make someone guilty before being shot at close range(special feats for nice girls, old persons?), godly revelation which will make everyone, even the enemy, discover positions for everyone, death avenger who become near like invicible for a laps of time when you have someone of your team dying.
8)more my own personal preferences: a zoom like in supreme commander, an order/waypoint system to say what you plan to do and not really doing it to respect time coherences(but keep the action point system, maybe a pause each variable ap mode), psycho or idenpendants guys would have prebuilt waypoints, if you don't follow, they will judge your result to leave or stay in you team, a readable evaluation of and interruption calcul(good to evaluate people, could be a character feat), a real fog of war(I don't like when sometimes there was a foe just appearing in front of me when fighting at night), a different time management(not sure i like to have a time pressure due to merc contracts), a different way to earn money(maybe having a job or such, stealing could be good features), different ways to heal, feature choice are feature you plan to earn at next level, or after some time, like in real life, having a car and placing material in it, ability to hide weapons in different positions of a map.

number 4 sounds like it could make the game a bit x-comish: oh no, 3 of my operatives just died: i better just hire 3 more otherwise i'll be 3 operatives down. The other suggestions all sound like they'd have a place in at least a mod for ja2/ja3, although i'm not a big fan of custom mercs, and indeed don't even use the 1 imp given in ja2.
As for my wish list, i'd want the ultimate fusion in Ja:DG and JA2, missions, the first ones just being 1/2 sectors, increasing in complexity until the full blown take over a third world country sector. It'd solve the big debate with ja2 of learning curve/game progession against, deidrana wouldn't equip the guards around the last known position of the only resistance in arulco with handguns connudrum. Plus, an oppurtunity to use people like MD and bull without being lumbered with them long term (i may show the signs of being a JA:classic player, as i don't like to fire anyone, because back in the day firing mercs closed off the upper ranks)

JA2 IMP have limitations, so those 6 IMP's would have limitations too, not to mention it could limit certain aspects of the game.

I continue my wish list, even if it sounds fanciful.
9) I was thinking of that when I remember Ja as a great simulation game, and I'd like the next one to be even more a simulation than it was.
I would keep the big zoom ability like in supreme commander as sometimes a player like to take distance from the action, but I would also add a 3rd person view.
It would not look like a 3rd person shooter. The camera won't follow the movement of the player. It will be fixed. During a movement, we would see the soldier moving, and there will be a timeline for each soldier where marks will appears each time the soldier notice something special during movement. My intuition say that it's good not to follow the soldier because playing him is to bet on him, not just to try him, and it sounds that making people not wanting to miss anything is movie oriented, and doesn't fit with a simulation game.
The player could click on the timeline to see what the soldier have noticed. The more experienced the soldier will be, the more he will be able to notice things around him. There will also have 2 different modes: focusing a location(for shooting a target), and aware of anything(when moving) that make it different from a shooter game where you can turn your head and watch everything like you were in your sofa and your eyes noticed more things than your brain.
The enemy could be blurred if he's running and if the soldier watching him is not really experienced.
Relations and communication between the player's team mates will be more important, because complementarity of 2 of them can make an enemy looked more precisely if they help each others(they will be more concerned on the danger and will communicate about the position).
10) As the view will be close to ground, there will be nice light effects(volume lights) that will really effects the targeting, and indirectly the tension of the player.

One year later, I realize that these wishes are dumb.
Now I want: JA2 with better graphics!!! and a good mix between strategy and tactics. I loved when I had to take decisions, hard decisions, and those decisions had impacts on the story. For example, when I was telling to myself, ok let's avoid this sector I'm sure my soldiers will die. I know it was a coward choice, but I also knew that somewhere I saved my men, and it was so lovely when one of those soldiers say the right word during these hard moments.
