Is it actually possible to recruit Biggins? (The guy at the abandoned mine) In the conversations i've had with him he seemed to be outlining his traits, yet i still haven't found a way to recruit him. Or is he just there to stop me getting into the mine

Yes, Biggins can be recruited. I've never had any problem recruiting him, but there might be a minimum leadership requirement. Try using someone with fairly good leadership. I suppose it's also possible that he might dislike certain mercs for some reason, so it might help to try different mercs.

Oh, I've just remembered that it costs something like $3500 to recruit him. If you don't have at least that much in your bank account, then you may not get the option to recruit him.

Biggins is easily worth the 3,500. His equipment alone is probably worth more than that.
Make sure you have the cash though before attempting to recruit him otherwise he will blow up the mine entrance and attack you.
