A VERY tricky debate.
As there is desert, water, tropic and forested areas. It is very hard to find such an unique place. And as Tracona, that is partly mountain and forested, is the nearest country to Arulco, it's even harder to find Arulco on a real map. Also as Ira says, "Father Walker says she fears crossing The Pope" would mean that Arulco is a catholic country. And they Recon-Intel says that Arulco is a "Third-world country".... We're between two fires here guys.
And the people... Well, it could be possible that Arulco could been a colony for Spain and thus, leaving a lot of spanish people, ex. Pablo. Though I cannot make a sure decision, I would like to hear you guys opinions on my info. And sorry for my grammar, I'm not a native-english-speaker

My vote goes for Bolivia.

I always thought that Arulco could be one of those little and chaotic Central Americans countries, with high infuence of United States and dictators. Something like Belize or El Salvador. Arulco is definitely not in Europe no matter which part or Asia. It just couldn`t be. The guy who wrote it in the first post of this topic must be crazy or he never left Australia or USA.
The reason why Prague is in the intro of JA2 is because Robert Sirotek, owner of Sir-tech is from Czech republic. Ian Currie told it in the interview for czech video game journalist. I live in Prague by the way and there are no posters of Lenin.:0)

I just found this thread and I see that I'm not the only one to read Hamous's bio on AIM.
I think Sirtech put that in as an easter egg so we can try to locate Arulco in the world.
My post in the thread I made when this didn't pop up in search (oddly similar to the OP in this thread).
D34THROWBefore anyone leans into me for not using the search function to find a thread to post this in, I did. But every search phrase I tried for the location of Arulco turned up nothing relevant to the topic.
So I was poking through the AIM alumni files and I came across Hamous's file (can't believe he did an internship for AIM) and it said he stole the ice cream truck in Paris and was last seen heading for Istanbul in it.
Looking at Google Maps, I found that Paris and Istanbul lie roughly 3,000 kilometers apart, and the road to Istanbul passes through Germany, Austria, Hungary, Serbia, and Bulgaria. If Hamous stopped somewhere along that road, Arulco may be somewhere on the tiny spit of Romania between Bulgaria and Serbia.
Of course, this assumes that Hamous stopped along that road. If he didn't, then I'm stumped.

I think Arulco is plainly a Duckburg/Mouseton ("Entenhausen" in German, where both are the same city) or Springfield kind of phenomenon, a patchwork of stereotypical characteristics, where - in our case - every "troubled country" aspect is thrown in to make a wild mix. I would guess that one reason why the designers decided to do it that way was to prevent any accusations of discrimination or geopolitical agenda (look at the uproar the yet to be released new Medal of Honor is causing right now with it's Afghanistan scenario). And most importantly, polysemy is always fun, especially for the fans who try solving the "unsolvable puzzle" they are presented with, like in this very topic. For instance, ask a hundred people about the "meaning" behind The Matrix and see if the number of results can be kept below four figures...
So I would say any theory and arguments brought up here are "correct" in a way. I would even throw in some South Africa as well, seeing as some of the NPCs seem to originate from Netherlands (at least in the German dubbing) and there are hints to a discrimination of black people, which adds an element of Apartheid to the mix.
In the end, Arulco is just some kind of "Boiling Point Theme Park" and we should enjoy it as such. How many visitors of Las Vegas complain about the inconsistency of stumbling out of an indoor miniature of Venice and running straight into a small version of the Eiffel Tower on the way to their bed in a Sphinx mockup?

Yes, it is of course a fictional country, but nevertheless set in a certain geographical (and partly political) envoirement. By terms of geography my vote goes for Ecuador:
- Because of the high mountains (=Andes) it should be in South America, not Middle America.
- It has a more or less rectangular shape
- Judging from the speed of vehicles it would be about 160,000 km2 in size, so a rather small country.
- There should be a similar, but larger, state to the north (UB). This one would be Colombia.
