I would ask them:

- Do you already have a game plan? By that I mean at least a high level description of what they intend to do with the freshly acquired JA IP.
- Do you have a development team? Does the world know them from any previous work? Or do you intend to take a lease on already developed work for the purpose of distributing it? (betting my socks for the latter)
- Are you open to fan base input? (will be too late if I get to keep my socks)

High resolution rotatable ISOMETRIC with zoom in zoom out. Real time until combat then turn based. Darker use of factions/sides e.g. possible to play game as Government or Faction employees. Bigger world of maps 25x25 or even 36x36. Maps bigger in themselves. Upper levels of buildings valid. Weather & climate in real time (snow in winter etc). Day & night length affected by time of year (unless adventure is set equatorial of course). Flowing rivers. Coastal tides. Moving traffic on roads & railways. Usable vehicles. Cities with real populations of 100's of civs rather than the 32 cap off... collaterol damage a real problem. Wider Realism e.g. blowing up the power station knocks out all the civ electricity (military have their own generators) or destroying a dam causes the population to start dying off with a huge morale slump etc.

Maybe it'll be the only chance we have, once they've set a course it's too late. Basically, this is what I would tell them: Primarily, JA2 is a role playing game with turn-based combat in a gritty, realistic setting (but with comic relief from the... colourful characters). It's got experience levels, boostable stats, a party system with specialists, likes/dislikes of other characters (including appropiate comments), an open world to explore, NPCs, factions, looting, interaction, combining of objects, a main quest and (too) few sidequests, all hallmarks of a RPG. That's what makes it so great. Maybe they can cut down on one area - for example, reducing the number of mercs available. But then they better cover all other areas in more depth. In the example, if you reduce the number of mercs, give them more personality, more lines, more interaction with the others in the group. But first and foremost, consider it a RPG, it's that depth that makes JA2 so great. Just look at a strategy guide for the Vanilla game like Patusco's - it's huge (and still incomplete). The great combat system is just the icing on the cake, but you cannot solely rely on that and forget the rest. Oh, and include powerful modding tools!

Closed Beta is fine as long as there is Open Beta. That way at least most bugs get caught (if not squished) before release.

DLC is ok as long as it's free (new missions, characters, weapons...)

Proper Expansion again fine as long as it is worth the money.

But a huge must is modding tools Smile

I think most of the questions above are really not supposed to be directed at a publisher.

Here's my two cents though:

1) If you had your choice, which current developer would you contact for creating JA3?
2) Do you currently have any candidates for developing JA3?

[EDIT: LOL here are a few more]

3) What platforms are you considering for a JA3 release?
4) Do you intend to make the initial release international, or release locally and then translate?
5) If you want to release one localized version first (to test the possibility for a wider global release), which language would be used as the base for all other releases?

That's a good way to discourage them ^^
They might think they have to make something as elaborate as 1.13, while to us it's probably more important they make the game with solid mechanics. (bullet physics, AI, stuff like that)
And of course release the source code so it can be modded at a reasonable rate, that's the main reason JA2 is still around today.

Yeah, ask them if they'll release the source code someday!
